The principals’ change leadership includes four levels: change vision, organizational structure, technological capabilities and changes of privatization. The organizational learning includes four levels: group learning, information collecting, information sharing and research innovation. The organizational culture includes four levels: value belief, group spirit, profession promotion and behavior norm. Finally, make some conclusions by synthesized research discoveries and supply concrete suggestions. The study method is questionnaire survey. The samples of this study are sampled from 104229 elementary schools principals and teachers of 2611 elementary schools. The valid samples are 2352. The results are analyzed by means, standard deviations, Z-score, χ2-test, multivariable analysis of variance(MANOVA), canonical correlation analysis, structural equation modeling. The results of this study are as follows: 1.The elementary school principals in Taiwan with the type of “high” principals’ change leadership behavior. 2. The elementary school principals’ change leadership is differentiated by the varied cause of scale of schools. 3. The elementary school principals’ change leadership behavior is not differentiated by the varied cause of principals’ individual variables. 4. The consciousness (perception) of change leadership is different between principals and teachers in elementary schools. 5. The performance of elementary schools’ organizational learning in Taiwan is “medium-high” performance. 6. The elementary schools’ organizational learning is differentiated by the varied cause of schools’ location and scale. 7. The feminine principal emphasis group learning than male principal 8. The consciousness (perception) of organizational learning is different between principals and teachers in elementary schools. 9. There is Duplex system characteristic “medium-high” organizational culture in elementary schools. 10. The elementary schools’ organizational culture is differentiated by the varied cause of schools’ location and scale. 11. The elementary schools’ organizational culture is differentiated by the varied cause of principals’ age and seniority. 12. The consciousness (perception) of organizational culture is different between principals and teachers in elementary schools. 13. There are high positive correlation between principals’ change leadership and organizational learning. 14. There are high positive correlation between principals’ change leadership and organizational culture. 15. There are high positive correlation between organizational learning and organizational culture. 16. The principals’ change leadership and organizational learning have high explanation of organizational culture. 17. The principals’ change leadership and organizational learning have significant influence of organizational culture.
