It became more complicated in the role of principal because of the environmental changes of universities. The two-stage selection system of principals for national universities was put into practice from 1994. But this system caused lots of controversial issues in many universities. We should take more considerations about that if the purpose of principal selection is misinterpreted by two-stage selection system and what the role of related administrative organization plays during the process. The purpose of this study is to investigate the questions of the implementation, straits, and future development of selection system of principals for national universities. In this study, three national universities are ranged and the main purposes are as follows. 1. To analyze the procedure and the mechanism of the principal selection of present national universities. 2. To investigate the procedure and the mechanism of the principal selection of NTU, NTNU, and NTUE. 3. According to the results of this study, the researcher would make recommendations for improve the system of the principal selection of present national universities. The method of interview is used and there are 16 subjects from the committee members of the principal selection, teachers, students and the administrative personnel in this study. Based on the analysis of literature and the interview, here comes the following conclusions. 1. By the change of the social environment, the law of principal selection of national universities should be sterner. 2. The method of principal selection of national universities is influenced by the traditions, backgrounds, and campus cultures of the various universities. 3. The capability of principal candidate to recruit money is the distinguishing one of the factors to influence the result of selection. 4. The procedure of the principal selection should focus on enhancing a common consensus of campus. 5. The combination of the process of the essence and procedural justice would decrease the controversies and questions of selection. 6. Political power and lobby illegally from human sympathy should be excluded from principal selection. 7. Expanding the participation of campus can balance the forces of various groups. 8. Principal selection system of universities would need more improvements to conform the anticipation of teachers and students of universities. According the results above, the researcher made some recommendations what follows. Educational administrative organizations should use the combination of two principal selection systems to expand the democratic participation and strengthen the professional decision. In terms of revise of laws and decree can avoid the controversy in selective process. In addition, we should set evaluative teams to survey the effect when in the light of the execution of one-stage principal selection system. How the members of principal selection committee in universities were produced should consider in all respects. It is important to value the quality of selection committee, to ensure the profession and justice of selection, and to increase the advertisement of the content and procedure about principal selection system. Of course, it needs further study in this subject and the design of research which takes quantstive and qualitative methods at the same time can make the results of research more integrity. 洪仁進 2006 學位論文 ; thesis 185 zh-TW
