At that time, the education reform was deployed actively everywhere in the world. The concept of private education reform in Taiwan was starting to sprout slow but gradually, whether the private sector, or the reform bureau and the government education institution, they all proposed as many suggestions and requirements as they could, in view of the education problems in the rapidly developing society of Taiwan. Among the suggestions, the two most important issues were the public school by private management and the choice of education. This study takes the points of view from the public school by private management to probe into the autonomous learning experiment project in Taipei City. The study uses analysis of documents, file analysis and interviews, three ways to proceed with the study. The following conclusions are obtained: 1. The implementation aspect: (1) “Save the school” project proposed by the Association of Parents; (2) unanimous support from all education commissioners of the three political parties in Taipei City Council; (3) change of city mayor causing the change in policies; (4) the students and parents in the experimental classes who care for the education reform plead to Mayor Ma; (5) to establish “regulations of experiment”, for all those who care for the education can take their parts fairly and righteously. 2. The methodology philosophy aspect: (1) taking the person oriented philosophy structure, joining the parents and teachers in cooperation to assist the students to proceed with autonomous learning; (2) “respect each and every child”. 3. The education system and curriculum planning aspect: (1) the experimental curriculum uses a consistent six year system in three modules; (2) the curriculum planning and the contents meet the students´ individual differences, and stimulate the students´ learning potential; (3) the autonomous curriculum planning allows the student to think and plan for his or her future development; (4) the teachers and the students establish a pact between them. 4. The meaning in the education reform: (1) Taiwan’s first school which uses the “public school by private management” model; (2) to put into effect the education philosophy, and to build up a dialog mechanism; (3) one of the best alternative schools in Asia, also the most important school in Taiwan´s secondary school education reform. According to the above conclusions, the following suggestions are proposed: 1. Suggestions to the education related institutions: (1) Taipei City must establish all related regulations as quick as possible, in order to facilitate all the scholars to follow; (2) it is better to set up a budget, and invite experts and scholars to follow up the students´ long term learning results in a systematic way (3) take this experiment project to select schools as candidates for similar experiment projects. 2. Suggestions to the new researchers: suggest that in the future, the researchers can study the “crouching tiger, hidden dragon” project in depth, in order to understand the differences and similarities between that project and this experiment project. ABSTRACT
Starting from the 1980s, with the tendency of globalization, the information technology started to change the process of learning. At that time, the education reform was deployed actively everywhere in the world.
