Summary: | 碩士 === 國立臺灣海洋大學 === 應用經濟研究所 === 94 === The objectives of this thesis are to examine how the Fisheries Agency handles fishery administrative affairs and conducts fishery policy to achieve fishery development and to assess how it achieves its goals of maximum benefit with the limited budget and resources in Taiwan.
“Budget” is the motivating power of carrying out government’s idea, while “Implementation” is the activating power of achieving government’s goals. This thesis finds from 1999 to 2006 the annual budget for the Fishery Agency has been on an average scale of NT$ 6,215 million, accounting for 0.37% of the Central Government budget of 1,661,743 million, 6.31% of the budget of the Council of Agriculture, Executive Yuan, of NT$98,551 million, and that this budget has been diminishing for last three years.
There are six conclusions drawn from this research. Three major suggestions are made as follows: 1) a ministry of the marine affairs in the Executive Yuan should be established; 2) a performance measurement index should be set up to assess the effectiveness of budgetary funding; and 3) more emphases should be given to international far-sea fisheries management and to encourage fishermen to reduce fishing efforts, more funding should be allocated to reward non-fishing activities.
