It plays as a main measure for pursuing the goal of seafood price stabilization in this country. But due to the un-appropriated design of the rules and regulations in the law prescription, there has not been well applied to many seafood products and neither contributed much for price stabilization of many seafood products and not benefit much to fishermen’s income in Taiwan. Hence it is necessary to discover factors of the problems and to improve the Fund for better performance of seafood price stabilization and couple with WTO’s regulation in the future. Aiming at such purposes, this paper carried an opinion investigation on persons related with the fund and a theoretical approach to study whether it is necessary in the future. Besides, an overall analysis on the execution and the current problems as well as a discussion of social economic environment of Taiwan seafood industry and the regulations of WTO on the issue of agricultural subsidy were made. Finally based on the finding of study, a conclusion of the necessity of the funds exist in the near future is obtained. However, for improving the performance and better operation mechanism of the fund, a carefully revision of the regulation and legal prescription system are deem necessary.
