碩士 === 國立臺灣海洋大學 === 海洋法律研究所 === 94 === 　　　　　　　　　　　　　Abstract The purpose of this thesis are using the research methods of such as classification,analysis,syathesis and comparison method to display current situation of marine oil pollution and then by the through the concept of risk mamagement to considering the Government how to face the marine oil pollution accident and related compensation for damage by inspecting the gradually worse of serious natural environment pollution .In the past few years, because of industrialize prosperity result extensive oil drilling and transportation activitics increase the posibility of oil spills and the consequent threat of oil pollution to the regional environmemt,oil spill has hazards for marine protect and water purification. In additional to, besides tradictional international law, especially 1982 concerning international legislate of prevention and damage compensation for marine oil spill has made; moreover recently marine detection and monitoring has received considerable attention and more efficient to fulfill obiligation for ship-owner . In the end of thesis, inspecting current legal system and review to propose the comprehensive suggestion through integral research and hope offer a basis of reference for Government to creat the double-win future of mankind and nature environment.
