Summary: | 碩士 === 國立臺灣海洋大學 === 河海工程學系 === 94 === In the early days, site planning of MRT station is relied on experienced international professionals to complete these tasks. Starting from MRT-Tucheng line site planning of MRT station is independently conducted by domestic engineers. At present, local engineers have accumulated years of experience in this field. However, it involves many techniques and multiple expertises. With those complexity and diversity disciplines, it is hard to reach a consensus. Therefore, it is difficult to engage an optimal systematic pattern in order to replicate these planning experiences.
This study which utilizes in a fashion of the literature review and the empirical study, considers the nature of completeness initially establishes 80 initial appraisal indicators, then further collates the operation items into 20 practical appraisal indicators. Finally, it is induced in to: 1.station area development potential; 2.station area accessibility; 3.operational management complexity; 4.degrees of the environmental impact to station areas; 5.levels of difficulties in lands acquisition; 6.demands of construction and technical requirement; 7.potnetial projects of land development; 8.supports from public or local government. These indicators represent decision making items. Policy making provides decision makers decide the direction of plan sets. Operational aspects are based on various circumstances search for the optimal benefits or the minimal negative impact in planning according to subordinate evaluation indicators.
This research which is conducted by 30 cases, demonstrates 8 evaluation indicators and 1 policy making indicator results and further present the station disposition situation in graphs and word-descriptions. The questionnaire was distributed to 30 experts in different special technical areas, such as the urban planning, the transportation, the finance, the station planning, the environmental protection, transportation administration, the construction, land acquisition and many more. Based on the above mentions, the appraisal indicators, the experts, application of rough sets theory etc. These elements which are drawn up a set of appraisal mechanism, in order to conclude the site planning of station appraisal basis.
In chapter 6, it uses questionnaires to find out experts’ opinions about site planning of station decision rule in the future projects. As the result shows, the unsatisfied Taichung residents expect more from the MRT development in the city. Taichung Government expects MRT land development will bring more financial assistance to ease the city government’s financial burden. For instance, when the indexes present potential targets, if the potential station is profitable, the index shows 50%. However, if the land acquisition is difficult, the indexes about the station show 30%. Those scenarios reflected the entirely different financial background of Taipei and Taichung MRT projects. Last, this research finds out the Taichung MRT plan is quite similar with the mechanism developed. This demonstrate the mechanism proposed in this paper is practical. The results of this research provide a prototype of a professional knowledge base to related specialists; it also offers references to MRT departments and researchers who are interested in the future.
