碩士 === 國立臺南大學 === 台灣文化研究所 === 94 === In recent years, the world concern the aborigines issue increasingly, the international organization and western governments also emphasis the existence development right of aborigines, claim to give special protection to the aborigines . And the multiculturalism is the important theories that discusses about ethnicity relation currently, and also one of the policy models that the western government facing a diverse ethnicity society and canning reach the ethnicity justice. For post-war more than 50 years, the assimilation policy making the development of aborigines fall behind seriously, facing the existence challenge. But after lift curfew, the political authority system loosens, Taiwan society faces many transformations. The crisis of existence to the Taiwan aborigines arose the aborigines'' crisis consciousness and take the actions . After lifting curfew the Taiwan aborigines policy appear a decisive change, the government start adopting a policy moves forward toward the multicultural doctrine, this text observes that after lift curfew political development how to form and construct an aborigines policy to practice process toward the multiculturalism direction. After lift curfew the "authoritarian- democracy" of political transformation process, the government pushes a series of political reform, the Taiwan politics enters the period of liberalism, democratization and ethnicism , the elections also affect the development of the party politics, changing the type of the Taiwan party politics, the political liberalism all reduced people to express their ideals cost in the meantime, as a result helped aborigines movements .The aborigines movements starts from aborigine society movement to aborigines'' movements, till the movement of reconstruction of the subjective in each tribe, In such situation, the multiculturalism becomes the new direction of the Taiwanese aborigines policy. After lift curfew Taiwan aborigines policy presents following several features: Toward take race as corpus to develop trend; Change direction the maintenance and the guarantee of society, economy, culture and the environment level; It is the basal system guarantee measure toward the constitutional government rule of law. And aborigines policy is divided into three layers according to the fulfillment layer with multicultural doctrine, from solid layer worth layer, till political layer.
