碩士 === 國立台北護理學院 === 旅遊健康研究所 === 94 === This study divides Health Tourism into two subcategories which are Wellness Tourism and Medical Tourism. The different types of Health Tourism, however, have their own different characteristics of supply and demand side. This study explicitly introduced and arranged Health Tourism as well. The framework for development strategies of Health Tourism in Taiwan is established by literature review. After obtaining the experts’ consensus opinions and selecting the important development strategies via Fuzzy Delphi method, this study proposed a new Fuzzy Delphi method which includes fuzzy convergent test, stable analysis as well as importance selection and the new Fuzzy Delphi method makes the selection of development strategies more rigorous. The result of FDM reveals that all strategy criteria were retained. In order to maintain the complete factor structure in development strategies, this study utilized the mean score of component in each single factor as threshold value to screen critical development strategies. Finally, there are 22 ones retained and then the next step was to obtain weights on development strategies. The strategy weights were obtained via Fuzzy Analytic Hierarchy Process. Using Fuzzy Set Theory makes the process of obtaining weights of development strategies more complete and rigorous. Eventually, this study categorized the development strategies of Health Tourism in Taiwan into three types which are Primary Promotion, Gradual Promotion as well as Waiting Promotion based on priority of weights and provided some suggestions for related government departments.
