Summary:碩士 === 國立中山大學 === 經濟學研究所 === 94 === The factors of Taiwan’s astonishing economic performance are said to be investment in human resources, outward development strategy, stable political environment, and macroeconomic policy concerning stabilization. This study characterizes the fundamental theories of economic policy, and then investigates the economic policy and economic growth of Taiwan. Primarily, Taiwan’s industrial development was based on an economic planning. Step by step stages were developed under such a plan. These stages include post-war recovery, light industry imports stage, light industry export stage, heavy industry import and export stage, economic liberalization stage, high technology stage, and knowledge-based economy stage. Since the mid-1990s, the development of information technology(IT) has much contribution to Taiwan’s economic growth. This study also looks into the establishment and present conditions of information and communications technology(ICT), its driving strategies, as well as how the fast expanding and broad application of IT industry lead into the movement of knowledge-based economy. Besides, in the case study of Finland’s IT development, her success was found to be a good example of international competitiveness for Taiwan.
