Biotechnology industry, a long existing one, is trying to transform itself with the latest technology advancement. The success of such endeavor will serve as a critical indicator in determining whether the global economy can break through the current bottleneck and regain competitiveness. Amid a stagnating economy and slow recovery, with the world engaging in a competition of developing high value-added and low pollution high tech industry, e.g. biotechnology, Taiwan government refers to the success example of Hsin-chu Science Park and is undertaking a series of similar projects throughout Taiwan, including Southern Taiwan Science Park, Nankang Biotech Incubation Center, Hsin-chu Biomedical Science Park( consists of Chu-bei Biomedical Park and Chu-nan Biotech Park), and Ping-tung Agricultural Biotech Park, etc. This study, focusing on these agricultural biotech parks under governments planning and the policies regarding such designated areas, discusses the possibilities of successful agricultural transformation with the development of biotech industry. Government policies aim at successfully transforming the agricultural industry and generating high economic benefit by means of establishing industrial clusters via these agricultural biotech parks. This research, with an approach of academic theories, analyzes and discusses the critical success factors in constructing industrial cluster, hoping to provide policy makers with a reference for future park site development plans.
