This study adopts the literature analysis and interview. In order to understand the transformational track and problems, interview two principals of leading the transformational works. The main results of this study are as follows:
1.The transition of the teacher education system policy is assaulted the monopolizing of the colleges.
2.It is fierce in competition that higher education mercerization causes the universities and colleges greatly.
3.In order to make the transition work makes great efforts, school person are of one heart and unanimous.
4.The changes of the social environment make resources of the school dilute.
5.The government policy causes the National Pingtung University of Education to apply changing the name and is obstructed time and again repeatedly.
6.Adjustment and development of the administrative affairs of schools, build schools which fosters teachers and academic research.
7.The National Pingtung University of Education after transformation still occupies advantages of fostering of teachers.
8.The National Pingtung University of Education carries on the cooperation between schools, shared resource of the school, can still go on towards the way amalgamating with other schools in the future.
9.The deficiency of clergy's ability and the carrying on as usual of the psychology make administrative affairs of schools development obstructed.
10.The adjustment of the school structure produced the administrative break-in one.
11.The resource allocation unequal causes the competition between the colleges.
12.The adverse effect of the external social environment, make the school difficult in foreign marketing.
