This study adopted the method of questionnaire survey. The staffs from 43 universities and colleges of 7 cities and counties in southern Taiwan are contacted by stratified random sampling. There are 735 questionnaires distributed, among them, 677 questionnaires were collected. However, only 619 questionnaires were analyzed after abandoning the incomplete responses. The returned questionnaires were calculated by the following statistical methods: descriptive statistics analysis, t-test analysis, one-way ANOVA, pearson product-moment correlation analysis and multiple stepwise regression analysis. According to the results of this study, the conclusions are summarized as follows: 1. The staffs perform well in each category of network literacy. 2. The staffs perform fairly in each category of e-Learning attitude. 3. The staffs perform fairly in e-Learning willingness. 4. The performance of the staffs over fifty years old is weaker in network literacy, e-Learning attitude and e-Learning willingness. 5. The performance of the staffs who taken e-Learning courses over 24 hours these three years is better in network literacy, e-Learning attitude and e-Learning willingness. 6. The staffs who hold the higher positions do not perform better in network literacy, e-Learning attitude and e-Learning willingness. 7. There is a significant positive correlation among the staffs’ network literacy, e-Learning attitude and e-Learning willingness. 8. The staffs’ network literacy and e-Learning attitude can effectively predict their e-Learning willingness.
