The study adopted the method of the questionnaire survey, with totally 858 questionnaires distributed and 742 returned; the retrieved rate was 87.27%. The valid questionnaires amounted to 731, and its validity rate was 98.52%. The returned questionnaires were calculated and analyzed by the descriptive statistics, chi-square test, t-test, one-way ANOVA, and post-hoc comparison by Scheffe’s. The findings of this study are as follows: (a) The information environment of primary and high school staff members is well, (b) the information literacy of primary and high school staff members is well, (c) the staff members who are younger, having less seniority, higher-educated and working in senior or vocational high schools think they work in better information environment, (d) the staff members who are males, younger, having less seniority, higher-educated, working as both teachers and directors, and working in senior or vocational high schools tend to have better information literacy, (e) the primary and high school staff members who work in better information environment have better information literacy, and (f) the primary and high school staff members of Kaohsiung City consider that attending related information workshops is useful for the promotion of the information literacy. It is concluded that the best ways to promote the staff members’ information literacy are (1) attending related information workshops, (2) interacting with colleagues, and (3) accumulating working experience. The study concludes some suggestions for educational authorities, primary and high schools, staff members in primary and high schools, and the other researchers in the hope that the administrative efficiency would be improved through the promotion of the administrators’information literacy.
