Summary:博士 === 國立高雄師範大學 === 教育學系 === 94 === The purpose of this study, based on managing strategies of the Balanced Scorecard, is to construct School Management Effectiveness Indicators and exam the applications and importance of this indicators, with the expectations to improve and to develop a more effective management in schools in Taiwan. It includes: 1.to explore the theoretical foundations of using Balanced Scorecard; 2.to construct school management effectiveness indictors based on management strategies of the Balanced Scorecard; 3. to understand the perceptions of school staffs on the current condition of Taiwan school management effectiveness; 4.to understand the perceptions of elementary schools staffs about importance of school management effectiveness indicators; 5.to understand the contrast between the current practices and importance on school management effectiveness of elementary school staffs’ perceptions; 6.to make recommendations based on findings of this research to serve as a reference for elementary schools and administrations in establishing policies and relevant regulations. This study uses experts’ opinion survey and consultation as research methods, involving the interviews from focus group and questionnaire answering. The process of constructing indicators experienced repeatedly checking, revision and confirming the information and data before completion of the school management effectiveness indicators of this study, followed by the transformation from indicators to a questionnaire of elementary school effective management, to process the first analysis of questionnaire testing in Exploratory Factory Analysis, Confirmatory Factor analysis of two levels, and the internal consistency with composite reliability and validity, and the adequacy of the two level measurement. The Cronbach α, composite reliability and validity are high, the two level factor analysis on measurement model of five facets are adequate in quality. The administration of questionnaire uses two level sampling, distributed collective sampling and distributive ratio random sampling, total one hundred one schools and one thousand five hundreds sixty questionnaires, the returned questionnaires are seventy-nine schools and one thousand thirty-nine questionnaires. The findings based on empirical data are as followings: 1.The application of managing strategies of the Balanced Scorecard assists school to become the Strategy-Focused Organization. 2.The application of managing strategies of the Balanced Scorecard assist school to promote effectiveness in management. 3.School management effectiveness indictors can be established based on the managing strategies of the Balance Scorecard. 4.The survey and consultation from experts through focus group interview assist the connection of theories and practices in building the indicators of school management effectiveness. 5.The indicators that this research has developed include five perspectives, nineteen areas and eighty-five items. 6.The indicators that this research has developed possess the functions of managing strategies of the Balanced Scorecard, not only serving as evaluation of school management effectiveness, but also serving as strategic planning in school management. 7.The financial, customer, and innovation and learning perspectives are three perspectives that current schools in Taiwan are more effective in management. 8.The effectiveness management indicators are rated highly important, especially internal process perspective, financial perspective, and innovative and learning perspective. 9.The experienced principles and directors in education perceive the current condition of the school management effectiveness as high in general. 10.The urban schools perceive internal process perspective and customer perspective as important, whereas rural schools perceive final perspective as important. 11.Schools having twenty-five and/above classes perceive internal process perspective and customer perspective as important. 12.The experienced principles and directors in education perceive the importance of the school management effectiveness as high in general. 13.Educators who graduated from normal universities, colleges and related graduate schools perceive innovation and learning perspective as important. 14.The perceived perspectives of school management effectiveness from educational staffs are higher than the effectiveness of current condition. 15.This research develops the Strategy Map of school management that serve schools as a reference. The implications of those findings provide a guideline for schools to improve their management effectiveness in many perspectives.
