That makes Air Force operations and logistics environments have undergone a number of fundamental changes. Logistics policies and procedures were adjusted accordingly and tuned to better facilitate new operational concepts. Furthermore, under the manpower downsizing plus changes, it will hardly to manage the new weapon system properly. How to find a business management mechanism to provide a new significance and vigor has become an up-most issue. The balanced scorecard is an industry-recognized best practice for measuring the health of an organization. It can be used as a management tool for translating an organization’s mission and strategic goals into a comprehensive set of performance measures that provide the framework for an enterprise wide measurement and management system, and by forcing senior managers to view each segment of the organization. In this paper, we employ the balanced scorecard as a template, and take into account the current situation and uniqueness of the Air Force to propose aggregate metrics that indicate the general health of logistics and weapon system.
