In 2004, EU enlarged to 25 member countries and became the worldwide biggest economy. Furthermore, EU also expands its external relations actively along with the globalization in order to play a significant role on international affairs. In East Asia, the speedy economic growth and development of technology have brought East Asian countries more influence toward international affairs during these two decades; however, there are still numerous unsettled problems, for example, the clash and nuclear crisis on the Korean Peninsula, the confrontation between the Taiwan Strait, the rising terrorism in South East Asia and the territorial disputes in South China Sea. Thus the western countries try to endeavor on security cooperation and peace promoting in this region. Although the EU''s external policy mostly emphasizes on commerce or assistant projects, the "spill over" effect emerges when highly economic cooperated. Therefore, the dimensions of EU-East Asia cooperation extend to human right dialogue, political or security interaction. For the purpose of strengthening the missing link with East Asia, EU not only updates its Asia policy continuously since the first official document "Towards a New Asia Strategy" was published in 1994, but also establishes dialogue or cooperation with many East Asian countries (Japan, China, South Korea, DPRK and ASEAN countries) and joins to some regional organizations in East Asia (KEDO, ARF, etc.). Moreover, EU also applies its CFSP to build the security cooperation with East Asia and expects to balance the triangle relations between the global powers (EU-USA-East Asia). On the basis of the progress of EU’s East Asia policy and the security changing in East Asia, the main purpose of this thesis is to analyze the motivation of building the security connection between EU and East Asia, and explore the future development by researching the present bilateral and multilateral institution-buildings among the EU-Asia relations. 碩士 === 南華大學 === 歐洲研究所 === 94 === From setting up the common commercial and trade policies, single market and currency till promoting the cooperation on Justice and Home Affairs (JHA) and Common Foreign Security Policy (CFSP), the European Union (EU) constantly deepens and broadens its integration since established.
