Up to now, potable water supply has reached 90% of population, and as of 2004, the average daily water supply for the island amounts to 8.20 million m3, but about 25% are lost due to leakage. In comparison with leakage rate of 10% in more advanced countries, there are considerable rooms for improvement on water-supply pipe-network leakage in Taiwan.     The main purpose of this study is to investigate leakage condition and problem and to look into their causes, in order to analyze management methodology for leakage improvement and prevention. The results will be provided to Taiwan Water Company and related administrative organizations for reference. It is hoped that network leakage rate can be effectively lowered and water-resources utilization rate in Taiwan can be increased.     The method utilized in this study mainly is through interviews with experts and scholars, studying their views and suggestions on aging pipeline replacement and regional network leakage detection and repair work of Taiwan Water Company, as well as reasons for high leakage rate and effects of pipe material on leakage rate, Summary and analysis were made of the interviews. It is anticipated that through views of expects and scholars and in consideration of approaches used in Japan, US.A. and Europe, effective leakage management measures can be established. Furthermore, with the aid of present-value analysis, good pipe material can be selected.     Based on the results of this study, it is suggested that in the future any pipeline projects by the Taiwan Water Company should be conducted will leakage minimization and reduction in mind and pipe material should be selected in accordance with pipe diameter. In addition, small region water distribution network system should be established as soon as passable, and pipeline leakage detection plus repair manpower and pipeline design and construction quality control should be strengthened.
