In the social environment where belief in religions plays quite an important part in people’s daily life and thinking, a crisis is often taken as a trial descending from God or an experience in the journey of one’s life and they get used to passing it by praying to Gods for help or accepting their destiny. However, for the organized and systematic government, not only ideas generated but also actions are necessarily taken against crises before they had happened.      In the thesis, the study centers on management mechanisms, where information communication is at issue have been set up by each level of government. Next, it will focus on behaviors in communication among governments, the media and the public. Additionally, Lincoln Community and Dong-xing Building are taken for case studies to learn transformation of power over controlling information in two events.     The study comes to two key findings. First, many countries one by one have set up mechanisms for crisis management due to their status quo in the surrounding or expansion of global phenomenon. Second, culture of the media is affected by commercial mechanism and the public pursue much greater power over learning more information. In addition to two results at issue, there is still a problem with information asymmetry and distortion. Like Butterfly Effect, what happens to a small part may affect the whole. Communication and dialogues in crisis based on related information are quite an important part and also, it is taken as a focus and supporting evidences when governments, the media and the public are faced with much the same type of issues. At any rate, as the situations are ambiguous, the media, as a role of communication, can bring full effect in medium and demonstrate greater power over seizing information by enhancing and enlarging effects to release the re-interpreted information.
