This research is case study, and the case is the campus environment plan of the junior high schools in Hsin-chu.The campus environmen plan is one of the public service employment expansion programs which are applicated by the Ministry of Education.The goal of the public service employment expansion programs is to reduce the rate of unemployment under 4.5% before the end of 2003.According to that it is a kind of the employment policy. So this research has been described since importance of the job, and discuss the influence of the unemployment.And this research also introduces origin cause of formation , basis , and influence of the public service expand employment programs,as the foundation studying on the campus environment plan of the junior high schools in Hsin-chu .
Collect the materials by way of pluralism , include file , file noting down , questionnaire and interview.Divide two groups into the directors of general affirs office and employee of the campus environmen plan.On the director's and the employee's view,discuss about the influencing of campus casing by the campus environment plan .And understand the attitude and view of directors of the general affairs. Focus on the employee of the campus environment plan suggestion and working satisfaction.And working to understand in depth partly in employee One's own influence. Find under the research: no matter the director of the general affairs or the employees all agree that the plan of the environment campus to regard as short-term and physical power work are unable to offer employment necessary ability.The campus environment plan is unable to train employment ability but it do offer some working opportunities.The directors of the general affairs admit the plans have positive influence on campus , include campus arrangement and the situation promotion, let the environment of the campus become beautify, repair equipment and offere manpower.
Regarding employee: working satisfaction is satisfied, employment will raise generally , and the employee hope the campus environment plans to be continued and some employees hope to retain the job.The above demonstrate the campus environment plans can let advanced age jobless who have problem with transfering to another work get the job immediately.Solving some family's livelihood predicaments and social problems and maintaining their working will and dignity at the same time. And increasing working confidence of employees , especially to those who never work for a long time ,retire at home,and housewife at advanced age never having working experience at all.The directors of general affairs and the employees contente with transfering mechanism of the employment service station.
Regarding the public service employment expansion programs:this research supports the public service expanding plans neither improve manpower quality of the advanced age, nor drop down the rate of unemployment for a long time.Reaching these two projects should administer the vocational training. According to the result we survey the goal of the plan .we find that the public service employment expansion programs do not reach the goal of reducing the rate of unemployment to under 4.5%.
Suggestion:As for the employee, adjust the attitude, study continuously.To the campus environment plans, increase training and mechanism of management, supervise and visit to regard and offer assistance to the working conditioning as the main fact, and consider hiding the jobless in the Community, or help to establish the service company.The government should realize clearly the essence of the public service employment expansion programs ,and give the programs work more values of citizen's meaning.Not only use the without connotation. Suggestion to the government with the public service employment expansion programs should go on after some amendment to the goal of the plan.Make plan by the units which run the plan. Debasement remuneration to decline the dependency effect.The way of solving the unemployment should promote more positive work policy. Establish a wide range of employment service centers to offer advanced age people work joining in and control all employment opportunity raise job matching efficiency , build law promote and Protect working right of advanced age person in ensuring at the same time rationally.
