The core structure is indeed to look for a supply and demand mode for predicting the soldier amount. Therefore, this study belongs to revolutionary study. The purpose of this study is to construct a decision making model which is suitable for ROC’s voluntary soldier amount and discuss its relationship with the change of the obligatory term. Through experiments, we found two conclusions. First, the shortening obligatory term is absolutely related to the most proper recruiting amount. Second, when operating and re-examining the mode, we divided it into two situations: “Equally assigning the task and fixing the obligatory term for twenty months”, “Equally assigning the task and shortening the obligatory term year by year” and “Not equally assigning the task and shortening the obligatory term year by year”.
