Summary: | 碩士 === 國防管理學院 === 後勤管理研究所 === 94 === Performance based logistics is a strategy of combining private sector’s best practice and military operational characteristics. PBL is to promote weapon system availability and reduce total ownership cost via public-private partnership, supply chain management, total life cycle system management and performance based management.
Within last six years, Department of Defense of the United States has succeeded in implementing PBL and achieved the expected outcomes. Due to the environmental difference of US and ROC, Ministry of National Defense has to consider tailoring and streamlining the PBL strategy for our requirement while developing and implementing the logistics strategic plan.
There are two stages of research conducted in this study. The first stage is to explore the lever of concurrence on PBL contents and expected outcomes, and extract out the key factors of implementing PBL for ROC armed forces by using factor analysis method. Second stage is to establish the model of experts’ decision making. The weights of key factors as criteria are applied by Analytic Hierarchy Process (AHP) method and the priority of solutions are conducted by using both of AHP and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method.
The findings of this study are as follows,
1. The respondents are inclined to concur the PBL contents and expected outcomes, but also concur the difficulties for implementation.
2. Suggest improving or enhancing those seven key factors on government law and regulation, domestics and overseas resources, logistics professionals, support infrastructure, public-private partnership, education and training.
3. Select a pilot program focusing on supply process and validate it.
