Absorbed by the successful experience of the United States military transformation, the researchers in the field of the strategy are interested in learing the strategic and operational concepts of the United States Armed Forces. The Quadrennial Defense Review, a remarkable strategy document mandated by the Congress in 1996, has stood for a milestone of military transformation since the end of Cold War. It is a comprehensive defense review to assess strategy, force structure, modernization, defense policies, and programs. In order to adjust the current defense policy and guid for the next 20 years, the defense review arouses significant concerns regarding the national security and interest demands of today and those of the future. The key factors to a successive strategic planning process has been greatly contributed to the directions by the “top down” approach and the professional recommendations by the “bottom up” approach. In addition, it is useful that the Congress applies the power of “Check and Balance” to an open and transparence process to keep the balance of the strategy, force structure, and resources. To get the experience and lessons learned from the United States military transformation, this paper attempts to clarify the objectives, methods, and working processes by reviewing why the United States wants to do the assessment, what the Department of Defense wants to do, how the Pentagon plans to do it, and what the Quadrennial Defense Review process matters. By abstracting some selected reports from the Department of Defense, the Congress, the testimonies, and the scholars, this paper concerns and intends to induce the essential elements in the strategic planning process for further study.
