In recent years、the international political situation was radically changing. Many countries、such as France and Italy、which formally implemented conscription system were gradually transformed into enlistment system. R.O.C. military service system was improved cont- inuously in response to the current trend and domestic public expectation. In order to match up the policy of downsizing of R.O.C. Army and meet the goal of improving the personnel quality and increasing the combat ability simultaneously、the military service system of R.O.C will be gradually adopted the enlistment system to substitute for the present military service policy. In order to implement this enlistment service policy more smoothly、we still have to consider those constraints such as general budget、soldier source and the structure of establishment before changing the current policy. The purpose of this study is to develop a human resource allocation model to find the optimal annual allocation policy of multiple expertise volunteer soldiers. First、the hierarchy structure and the related assessment criteria for the recruitment of voluntary soldiers are developed through interview with experts. Next、we adopt the questionnaires and fuzzy multi- ple attribute decision making approach to obtain the weighting of the eval- uation criteria. Four main assessment criteria are recommended by this study. They are "improving the quality of personnel"、"improving equipm- ent availability"、"increasing the future combat ability" and "saving the education and training cost". Based on the above four main assessment criteria、we further obtain the weighting of the related occupation attributes、which play the role of benefit parameter of the objective function derived by this proposed human resource allocation model. Finally、a linear programming model is applied to find the optimal allocation policy under the constraints of budget and the structure of establishment、at the highest overall performance effectiveness.
