Recently, the design of smart card industries is narrowed to the securities, the system and the programs. However, environmental problems shouldn’t be ignored, because the processes of producing smart cards are so complicated that the pollution will be a small quality with variety. In view of the economic development and the environmental protection, we must take the environmental impact into the designs and the producing processes for consideration. Therefore, we must enforce smart card industries put the Extended Producer Responsibility System into practice. The main goal of this research is building up the essential policies for smart card industries to execute the Extended Producer Responsibilities System, and it includes the comparisons of the executive systems in other countries. This research methods are included the Secondary Data Analysis and the Quantitative Data Analysis. The Secondary Data Analysis is mainly used for the documents of the Extended Producer Responsibility System, the uses of the environmental management implements, the analyses of the theories, and the theorems and the manipulations of smart cards, etc. The Quantitative Data Analysis is mainly used for the industrial output value analysis, the import and export rates and the pollutant quality measurement, etc. According to the analyses, for the Extended Producer Responsibility System, our smart card industries should build up the producer responsibility organizations and be managed by the united producer administrations or the third department in the future. The implements for smart card industries to put the Extended Producer Responsibility System into practice are not qualitatively limited. It is better to adopt both reducing the uses of the original materials and building up the producer responsibility organizations. The producer responsibility organizations are in charge of collecting, employing, and formulating reclamation patterns or recycling systems. To the economic responsibilities, we should adopt different economic implements according to principle of polluter pays, for example, the users should pay the disposal fee by ways of the refundable deposit systems. The offers of smart cards should provide the users with the deposit systems, which allow them to withdraw the arranging charges according to the circulation or the turnover.
