It is therefore introduction of foreign technologies to boost Taiwan’s economic growth becomes more cost effective, compared with other technology sources. The OECD (1987) report shows about 80% of all technology transfers in either government or private sections are taken place in the way of licensing. As matter of fact the technology licensing is one of the most direct and efficient technology transfer methods. Therefore, the main purpose of this study is to inquire into the technology licensing propensity of Taiwanese electronics industry manufacturers. Among current literatures, there is either resource-based theory or transaction cost theory used in studies related to manufacturer's decision behavior. Rarely an integrated model could be found. This study combines resource-based theory, transaction cost theory as well as decision-making theory in the efforts to develop a more complete way for research on technology licensing decisions. Questionnaire survey is the main research methodology in this study. Data from “2002 electronics industry yearbooks” published by industrial weekly magazine are used as the sampling frame. A total of 40 valid samples are collected and the multiple regression analysis is applied to analyzed survey data. According to the results of this study, we find factors influencing enterprise’s technology licensing propensity are the new product development ability, research and development ability, manufacturing ability, marketing ability, the technology uncertainty, the technology tacitness, the technology specificity, the technology accumulation, CEO’s age, CEO’s education, CEO’s working experience, CEO’s degree of risk aversion.
