Our results and recommendation are: 1. The proper step of solving the problem is as follows: first is the reciprocal principle and capital flight; the next is financial supervision; the third is strict regulations; the forth is liquidation of currency; the last is Agreement of Investment Protection and risk problems. 2. The solution of financial supervision is mode of case supervision; The solution of liquidation of currency can be authorized to large banks; The solution of the reciprocal principle is to promote the communications of Taiwan and China; The solution of risk problems is to establish the Early Warning System; The solution of strict regulations is going through Hong-Kong; The solution of capital flight is to improve the environment of investment in Taiwan and to encourage Taiwan enterprise in China to go public in Hong-Kong or China. 3. The financial corporations in Taiwan should estimate the business risk carefully and make the most of the representative offices in Mainland China; The government should first deal with the obstructive factors of reciprocal principles and capital outflow. While negotiating, the government should be involved deeper or held dominating position to lower the opportunity cost of postponing. Kuo-Chung Chang 張國忠 2006 學位論文 ; thesis 95 zh-TW
