Due to the recent continuous nature and human disasters, we need huge amount of man power, resources, and money to rebuild. It will spend many years. The effect of rebuilt is not only happening to other countries but also to the whole mankind. There are always appearances of NPO during domestic and international disasters. The research focuses on NPO’s Gung Ho co-governance mode and the extension of collaborative partnership.
By the Gung Ho concept of co-governance, to research the execution results of NPO’s humanity support and the collaborative partnership between public department and civilians. As a result, we will find out the extension of co-governance collaborative relationships and make it the connection of public departments, NPO, and collaborative relationships.
1. Discovery of research
Analyze the operation mechanism of collaborative relationships, Gung Ho concept, co-governance, and case operation. We find that:
1. The key management concept is Gung Ho value inspires everyone’s love
To inspire everyone’s love is the key management concept. To strengthen the concept of mutual survival. Donators mixed with collaborators will transform into contributors.
2. Involve to create win-win situation
During involvement and collaboration, the thought of mutual support will create a win-win and non zero-sum game.
3. Partners relationships will energize organization power and extend organization’s space
The concept of organization put into individual, and it will gather more targets of opportunity and transform beneficiaries mixed with group into contributors. The partner relationship will substitute for individualism.
4. Belittle self
From leaders to organizational members, belittling self and self checking one’s mission and responsibility are emphasized.
5. Affect the society to extend snow-ball society capital
The solid mutual trust platform needs to be cultivated during usual time. Guiding civilians needs to set self as example.
6. Volunteer community management: change for the people with people
People will feel themselves as positive and motivated civilians by being volunteers to develop civil society relationship capital: change for the people with people.
7. Combine people and hearts together
Members will team up as one group and work heart in heart to execute mission.
2. Factors in collaborative relationships establishment
1. Leaders are the most important factors.
2. Collaborative relationships should not under profits in the structure.
3. Strengthen the concept of mutual trust to reinforce the ability of the organization.
4. Gather collaborative partners with broad minds and hearts.
5. Avoid applying methods of ethnics and religions.
6. Will be affected by the culture of organization. The interactions between collaborative partners should be emphasized on the cooperation of spiritual and non-profit attitudes. The major factor of forever-develop organization is to transform the organization mission object into the determination and will of members.

1. Shorten the distance of administrative work.
2. Leaders should lead the group as examples to execute the mission to spark passion.
3. Execute in time to lower the laziness of administration.
4. Develop love and concern from the beginning of heart.
5. The relationship of interaction based on love.
6. To combine civil qualification into public service.
7. Execute service with elaborate quality.
8. It is necessary to invest into society.
9. Manage with love, respect, and praise to establish new relationship.
10. Do not add political color into policy execution.
11. Show respect to the culture of organization.
12. Cultivate strong trust foundation.

1. Fine individuality is the basic of fine organization.
2. Deepen the concept of Gung Ho.
3. With more forgiveness while pursuing mutual fortune.
