As a reference for government departments and schools adjusting structure in the process of amalgamating small-scale schools. Adopting the purposive sampling approach, the study selected headmasters participated in process of combining classes, amalgamating primary schools or adjusting school structure as samples. By using structural questions in interviews, we got their personal and special experience. Through this research, we found that the most suitable scale of student number for primary schools in Hualien is 250 to 550. There are differences existed in different areas. Primary schools with student number under 60 are suitable for amalgamation, but the distance between amalgamating schools should not over 10 kilometers. School in mountain areas with bad traffic condition is unsuitable to amalgamate. Advantages of amalgamate small-scale schools include: Reducing the financial burden, improving student’s quality of social education and interactions with others, overall competitive potential, and standard of services of schools, effectively use of resources, and maintaining favorable condition for teaching management. Comparing with schools in the center of towns, the flowing rate of teacher of small-scale schools in southern Hualien is high. Personnel of these small-scale schools are extremely unstable. It is unfavorable for student's study and school administration. Through the amalgamation of small-scale schools, and expanding the scale of schools appropriately, that can slow down teacher rapidly flowing effectively. The complete measures of making government policy should include: (1) environment assessment, (2) transferring of funds of amalgamating schools to the school combined, (3) ensuring teacher's working right, (4) providing psychological construction for students and teachers to resist changes, (5) coaching for students in study differences after changing the environment, (6) solving traffic problems for students, (7) supplementary measures for indemnifying the lost of the community's culture after combining schools. The concrete procedures of amalgamating schools should include: (1) amalgamation assessing stage, inspecting the present situation and future developments of the schools, (2) communication in preparatory stage, illustrate the plan, supplementary measures and supporting policy in conference and council for getting the support of teachers, staffs of schools and the community, (3) amalgamation proceeding stage, proceed the project step by step as commitment, (4) following stage, practical evaluation of student’s study, supplementary measures of school administration, parents and community interaction, and resources of education.
