The special education supportive services mentioned in this study included special education assistive technology, disciplinary team services and teacher assistants. A four-rounds Delphi survey was conducted to 17 members, including professors, government officials, and doctors and therapists. The major research results were: 1. Disabled students with different levels of severity need different supportive services. 2. Disabled students with more severe conditions need more supportive services than their mildly disabled counterparts. 3. It costs more to educate severly disabled students than mildly disabled students. Adjusting for specific supporting services costs required to adequately educate special education students, the financial weighting for normal, low, median, and high disabled students were: visually disabled 1: 1: 3.5: 2.7; physically disabled 1: 1: 1.6: 6.9; mentally disabled 1: 1.5: 2.1: 4.7; and auditorially disabled 1: 1.9: 3.0: 11.7 respectively. 4. The government special education funding formula should be developped based on the level of severity, if the goal is to reach higher educational equity.
