The primary concern of this study is to provide suggestions to the Chiayi Bureau of Education for reference when enacting relevant home schooling policies though literature review and opinion survey questionnaires. The instrument of this study is the questionnaire “Opinions on Home Schooling Implemented in Elementary School” developed by the author. The participants were 280 officials from Chiayi Bureau of Education and 650 parents of elementary school children from 18 elementary schools and 54 public and private kindergartens in the Chiayi City. There are 846 valid questionnaires with 90.97% return rate. The datum from the questionnaire was processed with the statistics software “SPSS for Windows 10.0” to analyze the average, standard deviation, Chi-square, t-test, etc. and yielded the results as follows: 1.Most of the participants had limited knowledge about home schooling either in local or other countries and therefore had low recognition to this system. The education bureau officials’ understanding and recognition to this system is significantly higher than that of the parents of the school-aged children. 2.Most of the participants agree on the tenets of home schooling among which “Individual learning” receives the highest acceptance followed by other tenets: “material related to daily life”, “children as the center”, and “parents’ education options.” The education bureau officials’ recognition to the tenets is significantly higher than that of the parents of the school-aged children. 3.Most participants do not think home schooling is feasible in Chiayi City at the present stage, and the participants are less willing to choose the home schooling for their children. Education bureau officials think it is more likely to implement than the parents even though there is no significant difference between their willing to choose this system. 4.The main reason that participants wish to choose home schooling is “parents’ personal belief in education and value” followed by other factors: “doubts about the educational quality of the public elementary schools”, and “parents’ personal view of religion and philosophy”. Both of the officials and the parents have unanimous opinions which do not exhibit significant difference for this issue. 5.Most of the participants agree on the necessity of enacting the relevant measures on home schooling. Both of the officials and the parents have unanimous opinions which do not exhibit significant difference for this issue. This indicates that the participants expect the implementation of the clearer laws and the more complete packages. It also reveals parents anticipation to the better quality of public schools and the promotion of professional abilities of primary teachers.
