Such a framework is implemented through related authority for quality appraisal and evaluation. The superior authority /entrusting entity would be responsible to supervise the construction quality and the contractor put “three scale quality control (TSQC)” framework/ the ISO quality management standards into practice. All these measures are taken to handle the construction procedure effectively, to monitor the material equipments and construction operation sufficiently, therefore,to further achieve the goal of higher quality in public engineering. The public construction projects are closely related to civilian’s life in general; in other words, the quality of public construction is extremely important to citizens’ life and property. Thus, the TSQC framework cannot be ignored when confronting the quality control issue promoted by construction companies. The present research focused on how construction companies adopted the TSQC framework to strengthen the weakness of incompetent quality control and enforcement effectiveness. In addition, by using the framework helps to build up consumer confidence and to make it better off for the industrial environment. To sum up, whether carried out from public to private construction, the framework will make the staff to develop the habit that quality is the true spirit of construction.
