Currently, while the county government is working on the detail guidelines on metropolis plan designed for Chubei district ( Daoluan region near the Sport Park area), survey and study on previously cases have shown the negative impact on environment and require improvement on existing policy. This report focuses on finding the solutions on overall construction planning that leaves no room for prohibited facility and unlicensed buildings and well defined procedures that offer continuous monitoring on the usage of a building in compliance with the regulation per se afterward. During the first year, which is most critical to implementation of the policy, the legitimate county committee is in charge of operations to ensure all matters being processed in accordance to the policy. At the end of the first year, the well established management tactic, organizational structure, and usage of property of the district will be handed over to and maintained by the standard process. The ultimate goal of this study is to explore and identify the suitable guidelines of creating a living environment with quality. The method adopted in this study, is to investigate the present construction and civil conditions in the residential district and its impact on the living situations and quality of the inhabitant within. Further conduct on discussion with experts, review of existing study, suggestions and inputs as well as implementation based on our expertise on this particular domain will conclude the proposed plan. The proposal should cover topics such as blue print and details, executable plans of facility maintenance and management that ensure the quality of the community. The final step of this study is to complete the evaluation based on the regulations, functions of the facility, needed civil technology, standard of the environment and social economic factors. If the outcome of the study indicates a residential housing with desired living quality is feasible based on the solutions offered, construction is recommended to be initiated immediately without further delay. Upon completion of the project, followed by a year of management practice and couching, hopefully, the community will be established as a success story of anew plans on residential housing in the future. In additions, the goal of improving quality of life and living environment will be achieved.
