To utilize documents to probe into the development of the policy of studying abroad at first, Influence on the policy of studying abroad of various kinds of
ideological trends, influencing the relevant factor of the policy of studying abroad of R.O.C, relevant topic that the policy of studying abroad produce at present of R.O.C in recent years, and relevant document research. Secondly, the way to utilize questionnaire investigation, investigate the teachers who have experiences to study
abroad in our country's universities and colleges at present, in order to find out attitude and suggestions of policy of studying abroad. This research sends out 920 questionnaires altogether, the effective questionnaire retrieved adds up to 319, the rate of recovery is up to 34.67%.
The main purposes of this research are shown as follows:
(1) To explore the development orbit of the policy of studying abroad.
(2) To explore the relevant factors of the policy of studying abroad in recent years;
(3) To explore the topic that the policy of studying abroad is produced now;
(4) To explore the relevant suggestion of the policy of studying abroad at present;
(5) To propose the suggestion of improving the policy of studying abroad.
Comprehensive document analysis and investigation result of the questionnaire, the conclusions of the research are as follows:
1. Suggestion to the program of studying abroad subsidies(PSAS) sponsored by Taiwans’s Ministry of Education(MOE).
(1) The Committee members of the PSAS must have no relation to the candidate in order to promote the fairness;
(2) The living fee should cover the locally living cost and the change of currency change;
(3)To regular the basic sphere and elastically increase the division of PSAS for nation or society, in order to give consideration to the the examinee's convenient and national policies;
(4) Subsidize the preferential treatment scheme of minority groups (the aboriginal examinee, physical and psychological obstacle examinee ) continuously;
(5) The inter-item transfer of the number of enrollees should be concluded the clear method;
(6) The channel of employment about PSAS should be designed , use talents effectively.
2. Suggestion of the scholarship for studying abroad of MoE
(1) The scholarship for studying abroad of MoE should divide the field and give the different amount of money;
(2) Scholarship for studying abroad should be different period limit between the master and doctor;
(3) The applied condition for the scholarship for studying abroad should be distinguished two ways, and it can further investigate again.
3. Suggestion of the Taiwan Merit Scholarships (TMS) Program
(1) People who study the master's degree should maintain the scholarship for one year; people who study the doctorate should propose lengthening the time limit of scholarships;
(2) To relax the age limit of applying for appropriatly ;
(3) The application qualification should be separated planned numbers of master and doctor.
4. Study abroad on the suggestion of the loan
(1) Relax the limit of application qualification appropriately;
(2) Relax the loan of the amount appropriately ;
(3) The loan keep mainly on master , doctorate.
5. Policy of studying abroad about China's Mainland
(1) The area of China's Mainland is still unsuitable to list in the award of policy of studying abroad, but it should be considerd to include in ;
(2) The academic credentials of China's Mainland should be admitted through the authentication mechanism.
6. Suggestion of follow-up study
(1) Target of studying pluralism;
(2) It can be deeper studied every policy of studying abroad;
(3) To visit the relevant unit about making and studying policies of studying abroad.
