Based on the consensus, this study was tried to understand the fostering process by observing classroom activities and interviewing teachers in Taiwanese and Japanese pre-schools from comparative perspective. And the study was aimed: 1. To realize the process of fostering disciplinary behavior in Taiwanese and Japanese pre-schools. 2.To compare the process of fostering disciplinary behavior. 3.To discuss the influencing factors of the fostering process. Through observing teaching process and interviewing teachers, the study was found three major differences between two pre-schools as follows: 1.The meaning of fostering:Taiwanese teachers let their students obey the discipline of the class. Japanese teachers let their students follow the rules of their home. 2.The process of fostering:Taiwanese teachers play a leading role in teaching process while Japanese teachers playing an assisting role. 3. The ways of fostering:(1)Taiwanese teachers adapted heteronomy-directed ways toward kindergarten children;Japanese teachers thought children as autonomic individuals.(2)Taiwanese teachers emphasize individual and self -reflection; Japanese teachers put emphasis on the group. Based on the findings above, there are two suggestions for Taiwanese teachers and the researchers in the future: 1. For Taiwanese teachers:no matter when the teachers keep the order or solve the problems, the teachers let the students learn to control by themselves . 2.Suggesstions for the researchers :(1)to conduct a study from different aspects(2)to lengthen the research time(3)to extend the research to more typical Taiwanese and Japanese pre-schools.
