Summary:碩士 === 國立暨南國際大學 === 公共行政與政策學系 === 94 === Abstract Recently, there have been several seriously natural disasters happened in Taiwan, including the typhoon Nari, Mindulli, and several torrential rain, and all if them brought lots of damages to us because our civilians rely on government too much, neglecting the fact that ‘community’ is the most important factor in the process of disaster prevention and rescue. If the community disaster prevention program could be implemented, not only can boost all the civilian’s conception of disaster prevention, but also can reduce the cost which our government invest in disaster response and recovery, and at the mean time, this can also redeem the weak-point existed in the public disaster prevention and rescue system. Nantou is a very widespread county and it is very easy to lose the first time in the process of disaster rescue. Nantou has been seriously damaged in the 921 earthquake, so the authorities has been actively to promote the program of community disaster prevention. Now, they have set up 74 NRT in the mudslide area throughout the county, which occupy 70﹪of the total numbers established in Taiwan. This has been a very remarkable achievement and lowered the risk of mudslide disaster in Nantou significantly. Based upon the theory gained from the American, Japan, and Taiwan, This study analysis the precious experience obtained from the process of promoting community disaster prevention in Nantou county. Hopefully, our conclusions can be referenced by other units or department in Taiwan in the future.
