Instead of the decrease, the number of this business pattern keeps growing without being affected by variation of times. Up to now, the street vendor is still prominent in our society and it has become very important in the life of people. The street vendor tremendously affects out society both in good ways and bad ways, and therefore the government continually legislates numbers of related management policies. In present management policies, limiting the people to engage in the street vendor is the main way of the management for the county governments and the city governments. However, the management cannot completely solve the problems that the street vendor brings but causes more discontent from people. It makes people think that the government does not concern their expectations and feel disappointed and angry with the government. The Street Vendor Management Policy in Taichung City, which is different from the past management of the street vendor, it takes care of the problems of the street vendor more humanly instead of limiting people’s freedom for engaging in the street vendor. To understand whether the present street vendor management policy in Taichung city is a “justice” policy that is acceptable to the citizens in the Taichung city, I will use The Theory of Justice of John Rawls to examine The Street Vendor Management Policy in Taichung City. The question resolves itself into the following three points. First, under certain restricted conditions the street vendor can exist legally and people surely have the freedom to engage in the street vendor, and it demonstrates that both John Rawls’s theory and The Street Vendor Management Policy in Taichung City have these two common consensuses for the street vendor management. Secondly, although some details still needs to be regulated and considered in the further elaboration, the conditions that are made in The Street Vendor Management Policy in Taichung City has approached the demand for fairness of The Theory of Justice of John Rawls basically. Thirdly, besides noticing whether The Street Vendor Management Policy in Taichung City conforms to “justice” formally, we also need to notice whether the application of policies also conforms to “justice” materially. To sum up, owning to the positive endeavor of the Taichung city government, The Street Vendor Management Policy has accepted by the public; meanwhile, it is the most appropriate method of management so far. However, Taichung city government still needs to make some improvements to the application of the street vendor management. For this problem, this paper will suggest the importance to specify explicit related examining procedures of examination committee for applying the documents and establish the required regulations and mechanisms of the procedures for helping people enter into the center of vendors. Also, this paper will offer the required mechanism that conforms to the “justice” policy. With the suggestion and mechanism, we hope it is helpful to the present policies of street vendor management can be further accepted and obeyed by the citizens in Taichung city.
