Summary: | 碩士 === 國立暨南國際大學 === 公共行政與政策學系 === 94 === Because of the transformation of government and the reinventing government from 1990s, people had been paying more and more attention on the importance of community and self-governing, and Taiwan’s condition was not an exception.
After 1987, the social force had been being rising, and the private and nonprofit organizations had been sharing public service and accountability, and then, they developed a new model of governance. In the other hand, the government had been recommending “the policy of community empowerment” to respond that communities were important for management of the time. From 1994s, community empowerment had been being the policy which many people paid close attention to, therefore, the government and non-governmental organizations had been paying their peerless enthusiasm and vitality on it, and actually they did many great achievements. However, in order to implement the community empowerment policy and respond to the requirements which communities really need, we have to accede to the concept of network governance in executing the policy so that a more perfect communities-empowering system is framed, and the resource can be use effectively.
Taiwanese have great efforts in implementation the community empowerment policy for the last decade, however, there are still some problems need to solve. Among these problems, trust is the basic and core, but the studies about this issue are not enough. Thus, I choose the Taomi Eco-Village to be my study place, and I hope I can know how the trust system is built in the community empowerment network.
According to my study, I found that the trust is composed of “participation”, ”communication”, ”conflict”, ”coordination” and “education”. Furthermore, the base of the community empowerment in the Taomi Eco-Village is”identification-base trust”. Under ”identification-base trust”, there are some elements we have to think over, that are “institutional trust”, “knowledge-base trust”, ”deterrence-based trust”, “calculus-based trust”, “communication” and “mutual care and respect”.
