碩士 === 國立暨南國際大學 === 公共行政與政策學系 === 94 === The development of the telecommunication policy in Taiwan generally could be divided into two stages:regulatory and liberalized eras.While a monopolistic state-owned enterprise system was adopted during the regulatory years, industrial liberalization and privatization characterized the liberalized period.The adoption of both institutional systems could be traced back to some unique historical developments respectively which also involved divergent ideas and interests.Institutions shape the distribution of political interests as well as the configuration of networks. When an institution changes, it also entails interest redistribution often followed by the collisions and compromises between interest stakeholders.More importantly, before interests and ideas are embodied into a policy, they are frequently mediated by political institution which provides fields for the exercise of power and interactions. In a dynamic environment, political institution is never fixed.Actors’divergent needs and interests bring about different policy deliberation which makes change possible. In order to analyze the institutional transformation of telecommunication policy in Taiwan more cogently, I would adopt a historical institutionalist perspective, taking into account relevant space (context) and time (history) all together. It is hoped that this thesis could represent the development process and its implications more objectively.
