Summary:碩士 === 國立成功大學 === 政治經濟學研究所 === 94 === Since 1990, the application of information technology to worldwide governments has helped perform office automation, computerization and networking. This resulted in the establishment of the E-Government. The research has applied the life cycle model, which Hanks and some other savants reported in Brown University E-Government research papers, in favor of understanding the E-Government development. The exercise of E-Government must improve through some operations, including automation and electronic process. If E-Government does not apply information technology and networking, E-Government exercise is just part of a computer process. It will not break through the department connect, separation and space restrictions. Last year, E-Government of East Asia improved on facilities erected, information technology advancement and network building, therefore in this study East Asia is chosen as a successful research case. The research method is applied documentary analysis and statistics analysis, in favor of finding different E-Government uses in different countries. As the research results show, information publication, online services, database, security, resources integrated, organization decline and organization transformation will effect the E-Government life cycle. Based on the scale of organization, the existence of organization will change by these factors.
