Because it is too complicated for developers to assemble adequate sites, there will be higher transaction cost in developed area. If actors are unable to reduce transaction cost effectively through suitable mechanism, then old downtown can’t compete against newly area which has lower land acquisition cost. This study will discuss the transaction cost that different developments may face during development processes of developed downtown and newly area in the aspect of transaction cost theory, and find out how they will effect actors’ decisions. This study applies the framework made by Alexander E.R.(2001b), trying to went a step further to examine current land development mechanism by analysis the new building projects and in-depth interviews with developers in Kaoshiung. The evidence shows that developers have different development habitus because of their finance, building techniques, and networking abilities. Besides, the search cost of suitable site and the negotiation cost when assemble lands are too high, and the administration doesn’t make appropriate indicate plans to deduce uncertainty.
