This thesis is also research the merits and the defects for the Chia-Yi County government hold their own principal pre-service training courses.  According to the result of the research, the paper offer research suggestions for the chief of Elementary Administration Office and Chia-Yi County government.  The method of this research is “properties researching discussion method”. The subjects of the interview are six elementary school principals whose schools located in Chia-Yi County. *The conclusions of this research are as follows: 1. The roles of principals in elementary school play curriculum and teaching leader, school administration leader, public relationship carrier, problem and conflict coordinator and professional development leader . 2. The competence fields of elementary school principal include administration management, teaching leadership, public relationship and professional development. 3. The characteristics of preparation of principal in Britain and United States: A. To establish an ideal principal preparation program; B. The government should establish a national preparation institution; C. The government should establish principal center for each area; 4. The status of elementary school principal pre-service training: A. The authority of citizen education is transferred to the local government. B. There is multiple preparation institutions in Taiwan. C. The term of preparation is last about 8 weeks at least. D. The aim of preparation is not suitable for such short term training. E. The distribution of the preparation course is not even. 5. The viewpoints of the subjectsto the system of the pre-training of principal in Chia-Yi County: A. Without a formal regulation B. Approve the benefits of the training that held by other institution C. There are positive function about the internship in Educational Bureau D. The regulation of the internship is not built up yet. 6. According to the subjects’ views, there are 5 challenges to be a elementary school principal in Chia-Yi County: A. Location and environment about their school B. The resources between urban and village area C. Family construction and social-economic background D. The stress about the cutting down and merging school plan E. The difference about the traditional sex role expectation to a principal *The suggestions to educational management organizations of this research are: 1. The Ministry of Education should handle the things about the pre-service training of principal in elementary schools. 2. Those who have finished the pre-service training principal program must pass examination to get the principal certification. 3. The standard of the academic and experience should rise up in the qualification of the pre-service training exam. *Suggestions to Chia-Yi County government: 1. The principal pre-service training should be held by other professional institution. 2. The principal pre-service training should include the internship in Educational Bureau. 3. Examining and pre-service training rules should be to announce as soon as possible. *Suggestions to the further study: 1. A further research in the future toward the study of junior high school principal pre-service training and the whole principal preparation system. 2. Extend the objects to others. 3.
