Culture has been the core issue in the global flight safety. There are many undeniable evidences showing the causal relation between the aircraft accident and the cultural background. Based on a massive survey executed by the Institute of Aeronautics and Astronautics, National Cheng Kung University, the data about inter-personal relations in the cockpit were collected. From these results, a four level differentiated order:kin/acquaintance/follow/alien is proposed. A new cultural variable:guanxi gradient is then defined based on this four level inter-personal structure. Guanxi gradient is a variable to reveal the different attitude used to treat different people. It is found that the guanxi gradients from different region of the world coincide with the general perception about the human relation in different part of the globe. It is also found that the statistical correlation between the guanxi gradients and the commercial aircraft accident rates does exist. Studies about the influence of the guanxi gradient on the crew resources management were also executed through interview with the local experts. Among the activities in the cockpit, monitor and communication are the ones which are most easily distorted. Consequently, the guanxi gradient is proved to be the useful cultural variable for flight safety in addition to the authoritarianism.
