The investigation and evaluation on facilities for The Handicappedin Freeway service area

The competent authorities of individual levels, public and private organizations actively set up the facilities for the handicapped along with the increase and revision of policy and laws. However, since “Welfare Law for the Handicapped and Disabled” was revised as “Physically and Mentally Disabled Citizens Protection Act” in 1987, the practices and universals of barrier-free environment the handicapped and the disabled hoped is the motive of this study. The purpose of this study is to understand that whether the facilities for the handicapped installed in Freeway service areas get up to the standard of barrier-free environment. By investigating, estimating and analyzing on the scene, we can obtain the conformance rate of installing standard and relational defects from each service area, and sort items of review under the present conditions. Furthermore, after checking whether those are suitable for use, we can draw up “Checklist of the usable facilities and equipments for the disabled in public buildings of National Freeway Bureau” and “Checklist of the usable facilities and equipments for the disabled under the present conditions in public buildings of National Freeway Bureau”, these were served as bases for checking that improving facilities for the handicapped in old and new buildings, and also served as consultation about promoting management of facilities for the handicapped in the future. It was found from the result that the whole conformance rate of installing standard in Freeway service areas is 71.7 percent; the highest conformance rate reaches 87.4 percent at Dongshan Service Area. In addition, this rate classified into three parts（northern area, central area and southern area）is the highest at southern area for 76.7 percent, while which is the lowest at central area for 67.4 percent.
