It is not until recent years that the concept of preserving railways as a cultural heritage becomes recognized and supported. Making “railway cultural tourism” as a subject of tourism itself with its historical and cultural meaning not only becomes a new and popular form of tourism, but also presents a new opportunity for the revival and sustainable development of the railway heritage.  Cultural heritage in combination with tourism development is an active operational strategy of developing the historical and cultural potential of railways. However, considering the current development of railway cultural tourism in Taiwan, railways are still largely seen as ordinary traveling equipment, while their status as a historical and cultural resource is neglected. Therefore, tourism development is positioned on the transportation perspective, and is unable to manifest the in-depth implication of railway culture to create the unique charm of cultural tourism, or to enhance the overall added value of tourism for creating economic gains. Thus, this study attempts to re-think and discover the various cultural resources and tourist development characteristics of Taiwan’s railway heritage from an integrative planning concept of the tourism network, and from the overall developmental perspective of the railway heritage. It is also combined with the peripheral natural and humanistic resources and manage marketing to make the principal discussion focus of the three-fold integrative development, and to construct multiple tourist attractions and sustainable development of the railway cultural tourism network.  In the essay, the framework of railway cultural tourism network positions the above three integrative development topics as the “core space,” “extended connection” and “manage marketing.” Core space is to make use of various tangible and intangible history- and culture-related resources of the railway heritage for exploring the ways to endow viewers with tourist “experiences” in relation to historical aesthetics, learning and education, location-specific stories and cultural activities. Extended connection refers to the “connection” between the train stations and the peripheral resources, where two aspects – the station tourist service and the connective system, are mainly used for exploring the ways to combine railway heritage with the peripheral natural, humanistic, temporal resources. Manage marketing is the use of “operational mechanism” and “cultural marketing” to probe into the ways to promote tourism of the railway heritage. The essay makes these the basic framework of discussion, and corresponding cases of foreign countries are observed and analyzed to find out the major operational approach as a reference. Furthermore, a suitable overall development system and a feasible operational direction are proposed, making special reference to the current status and environmental characteristics of Taiwan’s railway heritage.
