The establishment or operational problems may arise when the public sector and business corporations ignore other concerns related to transportation technology planning and development. In order to solve such a problem, related studies of transportation technology planning should be promoted in time. The main purpose of this study, in terms of both theoretical and practical points of view, is to establish an integrated framework for intelligent transportation systems (ITS) technology planning. This study contains three research areas: technology selection, technology sourcing and technological innovation. In the technology selection, a questionnaire survey is used to get experts opinions in both public and private sectors about technology selection issues. A refined grey statistics method and a scenario analysis are then employed to construct possible future scenarios, analyze sample data and obtain the prior-developed ITS-related technologies for development from six alternatives. In addition, the establishment of technology sourcing model can identify critical technology-sourcing type suited for domestic firms. In the technology sourcing, an analytic hierarchy process integrated with the refined grey statistics method is employed to deal with the problem of technology sourcing evaluation. This part of research uses a three level hierarchical framework for technology sourcing and selects the critical type from five alternatives. Finally, a fuzzy hierarchical method is used to create an appropriate framework of technological innovation evaluation. This part of study selects the critical innovation type from four alternatives. Overall, this research sheds new light on ITS technology planning. The research results can do something for the relevant technology planning problems of advanced transportation technology in Taiwan.
