碩士 === 中興大學 === 資訊科學系所 === 94 === As the information technology has moved forward in such unpredictable world,the challenge of innovation increases among vendors, governments, and educational instruments.The replacement of heavy labor work by computers has not only upgraded the work efficiency and quality, but also provided a new opportunity to renovate the organization procedures.The workflow management system for electronic official documents has integrated several functional modules including the electronic signature, encryption technology, document manufaction, document exchange, document flow control, single sign on, authorization control,supervisor workflow management, offline workflow management, and document secured transmission, which make workflow management of official documents out of limits of work hours and places. It not only promotes the process speed and quality, but also provides a safe and automated environment, which leads out a mobile office service for the users. Once electronic signature procedure is endorced in the workflow management official documents work load, not only the document format and procedure flow must be specified, but also several technical functions needed to be integrated to other relative application systems. For examples, electronic signiture and digital certificate authentication technology have provided the official document system capability of integrated real time, and information shared services. This research paper provides a deep analysis on the planning and design of electronic official document on-line workflow management system. We focus on the content description and analytical methodology to build up the model of electronic official document on_line workflow management system. We wish to make our official document process without paper and play a role model of developing electronic official document workflow management system for other government offices and vendors.
