Summary: | 碩士 === 國立中興大學 === 環境工程學系所 === 94 === It is the primary object to enhance the performance quality of Wastewater Treatment Plant (WWTP) with improvement in its operational function and efficiency. Performance quality is measured by the final result of its overall operation . Therefore, it is required to conduct a performance evaluation for such management control. Based on the performance evaluation, an effective and feasible management system can be established. It not only can improve the resource utilization efficiency, but also can enhance the overall performance . However, if this performance evaluation is made by the traditional expert checking method but without the external evaluation, internal evaluation, or self evaluation, its disadvantages, including time-consuming, higher budget, and heavier personnel cost would not be observed. Hence, this study tries to utilize the Analytic Hierarchy Process (AHP) and Data Envelopment Analysis (DEA) methods that are already well developed and widely used in the field to assess the overall performance of an existed WWTP. This study tries to combine these two methods to conduct such performance evaluation.
According to the results obtained from the calculation of Analytic Hierarchy Process, the parameter co-relational analysis has been accomplished. After deleting some unnecessary parameters, five most important parameters are selected, such as the dissolved oxygen (DO), the cost of each M3 wastewater treated (UC), the comsumed of electropower for each M3 of wastewater treated (UKW), the difference in COD between discharge standards and effluent COD (dCOD) and the difference in SS between discharge standards and effluent SS (dSS).
By using the CCR and BCC modes of the Data Envelopment Analysis and cooperating with the concept of input and output, the DEA co-relational efficiency can be obtained after the data analysis. In addition, based on the Reference Set Analysis results, it is found that the Kaohsiung Central-Zone Wastewater Treatment Plant is the Robustly Efficient Units. Its relative efficiency value is equals 1.0 and its benchmarking is above 4. Thus, it is selected as a model Wastewater Treatment Plant in this study. Regarding the operational analysis and size analysis, it is found that the Kaohsiung Central-Zone Wastewater Treatment Plant is a public one and a large-sized one. Furthermore, after checking the Slack Analysis, it is found there are some directions to overcome the its problems.
Therefore, by using the Data Envelopment Analysis, the operational results can be evaluated. It can provide many suggestions to the manager or policy-maker. Also, the operational cost can be reduced. The management efficiency and effectiveness can be improved. Besides, it can simplify the evaluation work for such Wastewater Treatment Plant.
