By the incineration technology, the goals of energy reuse, waste volume and weight reduction can be achieved. There are 21 sets incineration plants operated at present and will be 26 sets in the future, the percentage of incineration process will reach 90% in the year of 2011. The environmental resources will be harmed to a certain level by the problems of air, water, waste, ecological and land use accordingly. To achieve the environmental external development and reduce the environmental loading, the precautionary environmental impact assessment (EIA) system is required to execution besides the cooperation among industrial, government and institution sides. This research focuses on the incineration technology, EIA systems, assessment procedures, prevention and reduction countermeasures, environmental monitoring, inspection, administration and the connection between waste treatment policy and EIA and etc., The environmental impact statement, exploitation assessment direction can be strengthened in more details to achieve the connections among the environmental sensitivity, inspection conclusions and key points for the assessed parameters. EIA contents and inspection conclusions to be required to execute exactly are found from the administration side. To gather the government organization, committee members of environmental monitoring and inspection team, experts and scholars to hold conference to reach the goals for environmental and economical developments effects are also achieved and approved. From this research, we realized the difference between ROT and BOT, for example, ROT would be easier to execute the EIA contents and conclusions. Its confidentialness in monitoring result was also higher than BOT cases. For the EIA approval kinetics, 26 approval specifications and the key items for 3 levels approval system were also offered. The policy, EIA, EIA assessment system, EIA contents development, approval system, key points for examining, following, monitoring and the results for executing effects for the surrounding facilities were researched and analyzed to offer the suggestions for practical application between Developer and Administration for the reference of executing and research.
