After the 921 earthquake, the Taiwanese government had paid attention to post-disaster recovery. In order to implement the recovery program effectively, the government promulgated many ordinances on 19th July 2000. Huang (2000) pointed out that Taiwan area without integration system before disaster caused difficulty in recovery. However, there has never been any experience of recovery programs, that’s why there is a lack of so many professional experts in planning in the county and town levels, There is almost no professional under the town-class. (Zeng，2000). NARI and TORAJI typhoon made us find the uncertainty of the body of recovery program and assistant organization. That’s why we can’t tell the liability of recovery system and can’t deal with a contingency. Regarding the post-disaster recovery program, no preparation was made before the incident, the un-integrity of labor division has caused more barriers in rebuilding the disaster areas. These difficulties seem to be solvable by integrating the concept of “Pre-impact recovery preparedness” which promotes to prepare post-disaster recovery works and to clear the responsibilities of each agency for post-disaster recovery tasks before disasters strike.
Then we try to understand the problem of post-disaster recovery system by researching the reference about 921 earthquakes, NARI and TORAJI. On the other hand, adopting the foreign experience and integrating correlated subjects by symposium. At the point of recovery preparation before disasters occur, we use expert questionnaire to reassure the importance of first topic of recovery after disaster in Taipei. It is the base of recovery poet-disaster of Taipei city in the future. The declaration and timing of major disaster, the responsibilities assignment for reconstruction tasks, the victims relief funding and succor mechanism, the integration mechanism of reconstruction tasks, and the empowerment and coordination mechanism between governments and NGOs are the important recovery topics. We find that we need to consider the integration of recovery program. It is helpful for effective recovery. Secondly, pre-impact recovery preparedness is important to cover the conflict between short term and long term target, speed up the recovery and integrate the spirits of cooperation. These topics could make the recovery tasks better.
